Make sure to go in and disable the distribution of armor to soldiers and guards make sure to untick the box of varied helmets on them for good measure. I also see you are using Immersive Armors. Try manually telling the mod manager you use to load guard armors towards the end, and temporarily disable any patch mods you have related to it I see at east one. I've tried and it hasn't changed anything. Try reinstalling the mod and then try it on a new save. It sounds like something is going on as I use that mod myself and have never tried this problem. I know of no such console command that targets an entire faction. Does anyone know a fix for this glitch OR a console command to select all the guards in the game and a console command to select all the stormcloaks in the game?
